The sight and sound of bait fish scattering and scuttling along the surface drives game fish into a frenzy.  Few sights are more heart pounding than to see a large fish rise to explode on a surface flies. And sometimes working a surface fly will take fish when sub-surface flies aren't getting the fish's attention.
